Israeli Intelligence Ignored Hamas Attack Plan for Over a Year, Leading to Devastating Consequences

Israeli officials were in possession of Hamas’s detailed plan for a major terrorist attack over a year before it occurred, according to documents, emails, and interviews.

Despite having knowledge of the plan, Israeli military and intelligence officials dismissed it as unrealistic and believed that Hamas lacked the capability to carry it out. The plan, codenamed “Jericho Wall,” outlined a methodical assault on Israeli cities and military bases, which ultimately resulted in the deaths of approximately 1,200 people.

The translated document, reviewed by The New York Times, described a coordinated attack involving rockets, drones, and gunmen using various means of infiltration. This blueprint was followed by Hamas with alarming precision during the Oct. 7 attack.

The document also contained sensitive information about Israeli military forces, raising questions about how Hamas obtained its intelligence and whether there were leaks within the Israeli security establishment.

Although the document circulated widely among Israeli military and intelligence leaders, experts deemed an attack of this scale beyond Hamas’s capabilities. However, a veteran analyst from Unit 8200, Israel’s signals intelligence agency, warned of a training exercise conducted by Hamas that closely resembled the blueprint outlined in the Jericho Wall document.

Despite this warning, the concerns were dismissed by a colonel in the Gaza division.

Israeli officials admit that had they taken these warnings seriously and redirected reinforcements to the south, where Hamas attacked, the devastation could have been blunted, if not prevented. However, the Israeli military was caught off guard as terrorists poured out of the Gaza Strip, leading to Israel’s deadliest day in history.

The Jericho Wall document exposes a chain of missteps and failures within Israeli intelligence, now considered the worst intelligence failure since the Arab-Israeli war of 1973. These failures resulted from an ingrained belief that Hamas lacked the capability and intent to launch a major attack. Despite growing evidence to the contrary, this belief led Israeli officials to disregard the threat.

Israeli security officials have acknowledged their failure to protect the country, and a commission is expected to be formed to investigate the events leading up to the attacks. The Jericho Wall document is just one of several attack plans collected by Israeli authorities over the years. These plans consistently indicated Hamas’s intention to move the conflict into Israeli territory and conduct large-scale operations.

The audacity of the Jericho Wall document made it easy for Israeli officials to underestimate Hamas’s capabilities. Additionally, Israel misinterpreted Hamas’s negotiations for permits to allow Palestinians to work in Israel as a sign that Hamas was not seeking war.

However, Hamas had been developing attack plans for years, and previous iterations of these plans had fallen into Israeli hands. This intelligence opportunity, once considered a coup, ultimately became one of Israel’s most catastrophic miscalculations in its history.

The failures to heed warnings and connect the dots parallel the analytical failure that preceded the September 11, 2001, attacks in the United States. Experts note that the Israeli intelligence failure is comparable to America’s 9/11, highlighting the need for improved analysis and imagination to inform military and political leadership of imminent threats.
