Over 50 investigations concerning aid provided to Ukraine have been opened by criminal investigators, the Pentagon’s Inspector General has revealed.
Issues Under Investigation
The investigations are at different stages and look into matters such as procurement fraud, product substitution, theft, corruption, and diversion.
Evidence Matters
The inspector general, Robert Storch, stated in a briefing on Thursday that the investigations, which are in various stages, are looking into matters such as “procurement fraud, product substitution, theft, fraud or corruption, and diversion.”
No Concrete Allegations
He added, “We have not substantiated any such allegations, though that may well change in the future.”
Some cases also involve contractors, however, as of now, no concrete allegations have been confirmed.
US Initiative for Ukraine
The US is supporting Ukraine as part of the US-led “Atlantic Resolve” initiative to counter Russian influence.
Similar oversight mechanisms were established during the conflicts in Iraq and Afghanistan.
The US Aid to Ukraine
In collaboration with the State Department and the US Agency for International Development, the Pentagon oversees approximately $113 billion in aid and funds allocated for Ukraine.
Loopholes Found
Auditors have identified shortcomings in assistance, such as incomplete shipment manifests for transfers through Poland.
Accountability Issues
Due to these issues in the transfer process, DOD personnel lacked the necessary visibility and accountability for all types of equipment throughout the transfer process.
Pentagon’s Response
Storch’s office has deployed over 200 personnel for Ukraine oversight, with plans to increase the number stationed within the country, including at the US embassy in Kyiv.
More Investigations in The Future
Storch also highlighted the likelihood of more investigations into potential misuse or diversions of US equipment, considering the significant volume and speed of gear being sent to Ukraine.
Pentagon’s Support for Ukraine
Despite these challenges, Storch commended the Pentagon’s effective response to Ukraine’s military needs, describing it as an agile effort to conduct necessary training and supply operations before equipment reaches Ukraine.
Other Audits
Additionally, ongoing audits are evaluating the supply of 155-millimeter artillery shells, vital munitions for Ukraine, to assess whether the US has met its objectives while managing its own reserves, training, and operational requirements.
