New York City Mayor Eric Adams issues an emergency executive order to restrict bus arrivals in the city. This aims to address the surge in migrants sent via buses from Texas.
Notice Requirement
Bus operators transporting migrants to the city, with fares paid by a third party, must provide at least 32 hours notice before their anticipated arrival. This is according to Mayor Adams’ order.
Passenger Details
Operators are mandated to provide the number of passengers on the bus. They need to specify those requiring emergency shelter and immediate services, along with the count of child passengers.

Driver Information
Bus drivers must furnish their name and relevant information on the bus. This information aids city employees in identification. They are restricted to dropping off passengers at designated locations during specific hours.
Mayor’s Concerns
Mayor Adams has been expressing concern since last spring about a surge of over asylum-seekers in the city. He criticizes the Biden administration and seeks federal assistance to handle the crisis.
Mayors Unite for Aid
On Wednesday, Mayor Adams, along with Chicago Mayor Brandon Johnson and Denver Mayor Mike Johnston, requested federal aid to manage the influx of migrants sent to their cities by Texas Governor Greg Abbott.

Abbott’s Actions
Governor Abbott has chartered buses and flights to transport thousands of migrants from Texas to predominantly Democratic cities. This action is in protest of the Biden administration’s handling of increased immigration at the southern border.
Mayor’s Statement
Mayor Adams stated, “New York City has begun to see another surge of migrants arriving, and we expect this to intensify over the coming days as a result of Texas Governor Abbott’s cruel and inhumane politics.”
State of Emergency
Since October 2022, a state of emergency has been declared in the city due to the “unprecedented humanitarian crisis”. Thisis a result of the influx of asylum-seekers.

Unplanned Drop-offs
The executive order addresses the issue of passengers being dropped off at random locations throughout Manhattan without notice. This has hindered the city’s ability to manage the ongoing humanitarian crisis.

In the last month alone, more than 14,700 migrants have arrived in New York City. Mayor Adams highlights the arrival of 14 “rogue buses” in a single night from Texas. This is the highest one-day total recorded.

Mayor Adams asserts that the newly issued executive order is crucial for managing the incoming migrants in an orderly way. Furthermore it is an attempt to address the challenges posed by the ongoing surge.
