Sweden, after years in the NATO waiting room, has decided to send “ground combat units” to participate in alliance operations along the Russian border. Prime Minister Ulf Kristersson announced this move on Monday, emphasizing the need to address Russia’s threats and destabilization attempts across Europe.
Reasons Behind the Decision
Kristersson highlighted the urgency of the situation, stating, “Sweden and its neighbors are living in the direct shadow of Russia’s war of aggression against Ukraine.” He emphasized the multifaceted nature of the threat, including disinformation and cyberattacks, leading Sweden to take proactive measures to ensure regional stability.
Contributions to NATO
In addition to existing contributions to NATO’s Baltic Air Policing and cooperation for European air defense, Sweden committed to providing ground combat units to defend the Baltic countries. Kristersson reported the government’s intention to contribute a reduced battalion to the Canadian-led forces in Latvia.

Strengths of the Swedish Force
The size and armament details of the Swedish contingent remain unclear. However, military sources suggest a force of around 800 soldiers, supported by armored vehicles. The Swedish Army Chief, Jonny Lindfors, indicated that the deployment could occur as early as 2025.
Swedish Inclusion in NATO Operations
The Swedish force will join the Canadian-led Enhanced Forward Presence (EFP) battalion-sized battlegroup, stationed in Latvia. This group, one of four formations along the eastern NATO frontier, serves as a first line of defense against potential Russian ground invasions of the Baltic States.
Latvia’s Response
Latvian Defense Minister Andris Spruds welcomed Sweden’s decision, viewing it as a significant investment in regional security and Latvia’s defense. Taking to X, he wrote, “We are pleased with this important decision, which, together with the upcoming admission of Sweden to NATO, will become a significant investment in strengthening regional security and the defense of Latvia”.

Current Composition of Canadian-led Battlegroup
The Canadian-led battlegroup currently includes troops from Albania, Canada, Czech Republic, Iceland, Italy, Montenegro, Poland, Slovakia, Slovenia, and Spain. The total force comprises approximately 4,000 troops stationed close to the Russian border in Latvia.
Evolution of NATO’s Strategy
NATO has shifted its strategy, moving away from the initial “tripwire” concept for the EFP units. Originally considered a lightly armed early warning system, NATO leaders now express the intent to contest “every inch” of alliance territory, reflecting a more robust approach.
Bilateral Hurdles for Sweden’s NATO Membership
Sweden, aspiring to become the thirty-second NATO member, faces hurdles in the form of bilateral tensions with Turkey. Hungary’s parliament is also delaying ratification, awaiting alignment with Turkish President Recep Tayyip Erdoğan’s stance.
Motivation Behind NATO Membership
The process of joining NATO for both Sweden and Finland began in response to Russia’s invasion of Ukraine. For Sweden, this marked the end of 200 years of neutrality. Despite this, Stockholm has a history of close coordination with NATO and active involvement in various foreign military operations.
Increase in Defense Spending
To meet NATO’s spending target of 2% of GDP, Prime Minister Kristersson announced a substantial increase in defense spending, totaling around $2.6 billion. This implied a doubling of defense expenditure between 2020 and 2024, emphasizing Sweden’s commitment to its defensive responsibilities.
Russian Threats and Responses
Russian leaders, including President Vladimir Putin, have repeatedly warned Sweden and Finland about their involvement with NATO. While stating they don’t have problems with the decision, Putin added, “If military contingents and military infrastructure were deployed there, we would be obliged to respond symmetrically and raise the same threats for those territories where threats have arisen for us”.
